Research so far
I have been looking into companies who do the 3D scanning to start with. The company I have currently settled on have the ability to put some pretty large items in a 3D scanning cabinet (large enough to have a person in it) and can perform a full 3D image pretty quickly and to provide a CAD image. They would also sample the material to try an establish its constituents

Then due to their service not being a manufacturer, but more of a broker, they are able to select the right manufacturer for the right job with the right materials/process to get it as close to the original part as possible. I am told that options such as 3D printing and other routes such as getting injection moulds created are feasible. The moulds would certainly be an expensive route, but the types of material you could use in the moulds would be more varied and there would be a better chance of getting the quality right.
Right now I am exploring it and will let you know what the cost of the scanning would be initially. What I could provide for the community is a CAD file for any of you to take away and find your own local manufacturer.
