So the cross brace on my aluminum subframe failed and the fuel sender nut (aluminum) was resting on the vertical head, causing a fuel leak. I thought it was the fuel sender l, but after replacing it I just discovered the weld around the threads has a little crack.
With no drain plug or true low spot, how to I get the fuel out to the point where it is safe to have welded?
I though about draining it as best as possible and then using alcohol or acetone to slosh around and then blowing air through it to evaporate...
Is there a better method?

empty as much as you can and then let it evaorate. Flood the tank with an inert gas like CO2 or Argon continually when you weld.

I removed the cap fitting ring and was able to mop out all the liquid with a rag. Still a whole lot of fumes of course. I was thinking that maybe I should have bought a cheap hairdryer and left it going (on cool) all day.

That's probablya good idea. But you still need to flood it with an inert gas while you weld. If there is any residue left in the tank it may turn into a flammable gas when heated. Use an inert gas please!

Understood. I'm not doing it myself--I was just trying to prepare it as best I could for the professional.
