You should really think about what you want for a finished product, both in appearance and performance.
I'm not sure it makes sense to throw money at the shock--as far as I know it can't be serviced/upgraded internally anyway, so just upgrade to Ohlins or similar.
For the forks, the upper tubes definitely have heavy pitting and wear. You might try to find replacements in nicer condition. I'm sure yours could be cleaned up, but as you noted, simply sanding out the bad parts and re-anodizing won't duplicate the original (machined) finish. If "clean but not factory" is OK with you, it will certainly be easier and cheaper.
My uppers were pretty nice, but I did powdercoat the forkbottoms. Went with a nice internal upgrade kit too...
