He just means that he replaced the outer sleeves with carbon. Those are original Termignoni parts.

Or did he re wrap them with a sheet of carbon sticker over the original alloy tube? Looks too shiny and too smooth to be really carbon.

I do not see the step up at each end which the Termi tubes have-- unlike the after market carbon tubes which are straight cylinders. Perhaps my eyes are going bad along with everything else.

they dont look like real carbon termi's. and the carbon looks fake to me.

It's a proper carbon re-sleeve, you can see the seam on the tube in one of the eBay pics.
Maybe not genuine but someone got a good deal, whatever they are.
