Eric-- those were used with the aluminum Corse tanks and on the very first carbon tanks until the use of the two rubber holddown straps at the end of the '90 season. There are disks bolted to the threaded posts in the front of the tank which slip into the machined slot brackets that you have pointed to in the photo.
The slot brackets shown are inserted in the typical rubber isolation donuts and are bolted in from the underside with a large washer to squeeze the isolator to hold it in.
The factory used a variation of these mounts in some of the 916 Corse tanks- but I believe the disk was on the frame and the slot brackets were on the tank-- but my memory is not great when it comes to 916 Corse's.
